October 17th.

Chief Engineer of Canton-Kowloon Railway informs me this

morning railway staff ran railway today. Managing Director

is still in Canton but has signed letter handing over funds

which are in the Hongkong and Shanghai Bank on Shameen to the

emergency committee consisting of Chief Engineer and Chief

Accountant (representing railway) and local representatives

of the Hongkong and Shanghai Bank and Jardine Matheson and

Company.

Repeated to Foreign Office telegram No.89 and Hongkong No.110.
